Why Unit Price Is a Trap
When a Chinese factory quotes a packaging box at a low FOB price, the number is only the beginning. By the time the consignment lands in Hamburg, Rotterdam or Le Havre, four layers have been added: ocean or air freight, insurance, customs duty and import VAT. European brands that budget on FOB alone routinely discover a landed cost 20-40% higher than planned - and that gap decides whether a margin survives.

HS Classification: Where Rigid Boxes Live
Most paperboard packaging boxes are classified under HS Chapter 48, heading 4819 - cartons, boxes and cases of paper or paperboard. Within 4819 the correct subheading depends on material and construction, and a single-digit error in classification changes both the duty rate and the paperwork your customs broker files.

The Calculation: Duty + Import VAT
EU customs duty is charged on the CIF value (cost, insurance, freight). Import VAT is then charged on the CIF value plus the duty itself. The two-step math is where most buyer spreadsheets go wrong:
Step 2 - Import VAT = (CIF Value + Duty) x VAT Rate
Total = CIF + Duty + Import VAT + clearance fees
Illustrative example (rates are assumed for demonstration only - always verify current rates): a shipment with CIF value of EUR 10,000, an assumed duty rate of 5% and a destination-country VAT rate of 20% would produce EUR 500 of duty and EUR 2,100 of import VAT, for a total of EUR 2,600 of import charges on top of the CIF value. Swap in your broker-confirmed duty rate and your member state's VAT rate to get your real number.
